We have so far discussed the "soft" aspects of the system; structure, organization and opinions relevant to policy planning. However, Diet Members often fail to pay attention to the "hard" aspects, i.e., facilities necessary to facilitate policy planning, in particular the Members' Office Buildings. Both aspects are related to one another. If the "soft" aspects are in place but the "hard" ones are not, the "soft" aspects cannot be properly utilized. The same is true of the reverse. Recently, expansion of the Members' Office Building is being discussed from its "hard" aspects. |
