We can say the same thing about environment issues. To arrange legal framework and form circulating economy produces needs of new industry and creates employment.
For example, we can create comprehensive system, "circulating economic law" by combining the package recycling law and the recycling law.
There is one problem. The current environment policy is controlled by the Environment Agency, MITI and Ministry of Health and Welfare. It is hard to make comprehensive policy by a bureaucratic sectionalism. We need to create a project team crossing ministries in order to make comprehensive "circulating economic laws."
I would like to point out that it is advantageous for small-and-medium-sized enterprises to join life-support industry. They can feel life anxiety because they get contact with local people. They can see people's needs which will lead to business chance.
Looking at the statistics, it is small-and-medium-sized enterprise that reduced the number of employees. It is small-and-medium-sized enterprise that is forced to cut employees because of economic downturn. It is urgent to arrange laws to create new industry. The creation of life-support industry has a big meaning in create local employment. The creation of employment has another meaning. It enable NPO to join new industry easily. For example, there are many people who want to do nursing as volunteers. We need to make arrangements of laws to let them do so.
Japan now reached a turning point whether Japan is able to arrange laws related to welfare, environment and labor, to enable companies and NPO to join life-support industry, to create employment and to resolve anxiety of people. |
