The new guidelines bill barely passed the House of Representatives, only because the Clean Party joined the Liberal Democratic Party - Liberal Party coalition. If you analyzed the process, it is very clear that all parties took action only for political expediency.
It is understandable that the Liberal Democratic Party has adopted the policy of enforcing the terms of the Japan- U.S. Security Treaty as dictated by the U.S. However, Mr. Ozawa, the leader of the Liberal Party, has insisted that it is a violation of the Constitution for the Self-Defense Forces to have any undefined military functions outside Japan.. Of course, he has also insisted that the Self-Defense Forces should shed blood in the cause of international peace, but only in UN actions He was considered to be opposed Japan taking part in any military actions outside Japan without UN sanction, whether such military actions were carried out in cooperation with the U.S. under the Security Treaty or in pursuit of its own interests. The reason he supported the new guidelines and did not leave the administration was only because he believed that Liberal Party cannot win without cooperation of the Liberal Democratic Party.
The Clean Party initially, along with the Democratic Party, insisted that there should be limitations imposed on the new guidelines. But the Party changed its policy completely and reached a compromise with the Liberal Democratic Party. It did so its policy because it was attempting to survive as "the third party" by reviving the medium size election district. The Clean Party does not recognize that they are being manipulated by the lip service of the Liberal Democratic Party. There is no possibility that the medium size election district will be revived.
