On June 2nd, a law to establish the Judicial Reform Council
within the Cabinet was passed; it held its first meeting in July. This marks
the real beginning of a fundamental discussion on the very foundation of
Japan's judicial system. On the eve of the 21st Century, when demand has
intensified for more transparent rules and responsible behavior, the future
role of the judicial system is a serious matter. This special issue will
scrutinize the potential alternatives available by interviewing key
individuals in political and legal arenas. |

We interviewed Mr. Okiharu Yasuoka, a Diet Member who has had a professional career as both a judge and attorney and who was assigned to the project Definitive Guidelines for a 21st Century Judicial System as a part of the judicial reform program set by the Liberal Democratic Party. As the chairman of the LDP's judicial affairs division, he is a key person in promoting judicial reform, and our questions concerned his concepts, expectations and agenda in promoting reform. |
